Heat oil in a large saucepan over medium heat until a drop of water sizzles in the oil. Add lamb and cook, stirring frequently until no longer pink. Add onion and garlic; saute for 5 minutes, but do not brown.
Add tomato juice, salt, pepper, basil and oregano; simmer covered for 10 minutes. Add mostaccioli and continue to cook for approximately 10 minutes or until pasta is almost cooked.
Stir in mixed vegetables and simmer for 15 minutes, or until the vegetables are tender-crisp.
