Put 14 cups water in large pan (a roaster works fine). Bring to a boil; add salt and steel cut oats. Cook on low heat for about 1/2 hour; add raisins and 2 cups water (make sure you stir mixture often, as it will stick easily). Cook another hour and add margarine, sugar and cinnamon. Mixture should be almost dry. Put into pans and let set overnight. Slice and fry. Use hot buttered syrup as a garnish.
